Go to Settings > Customization > Modules and Fields > Tab Groups, right next to Web Tabs.
Create a tab group with selected modules. The difference between tab groups and hiding modules is that with tab groups, you still have access to modules outside that tab group.
Also, you can toggle out of that tab group and go to another one, if available.
One caveat is that as an admin, you cannot dictate which tab group is the default for all other users.
